A shocking revelation has emerged about a government-backed insulation scheme, which has left thousands of homes with damp and mould issues. The scheme, designed to promote net zero initiatives, has been described as a catastrophic failure by UK officials.
'Serious failings at every level' - these are the damning words used to describe the situation. The National Audit Office's report found that an astonishing 98% of the 23,000 homes that underwent external wall insulation under two separate schemes are at risk of damp and mould, unless urgent action is taken.
But here's where it gets controversial... The report also highlights that the health and safety of hundreds of homeowners has been compromised due to inadequate insulation work. This has sparked a heated debate in Parliament, with accusations of negligence flying around.
Jeremy Pocklington, the top civil servant at the Department for Energy Security and Net Zero, appeared before Parliament to address the issue. He admitted that the failures were unacceptable and that the department had not overseen the schemes as it should have.
The damage extends beyond just the external insulation. Approximately a third of homes that received internal insulation under the ECO4 scheme and the Great British Insulation Scheme are also affected. These schemes were available to residents across England, Scotland, and Wales.
Over the last two decades, more than three million homes have been insulated through various government schemes, with billions of pounds of public money invested. Yet, despite these efforts, the results have been far from ideal.
During his appearance before the Public Accounts Committee, Mr. Pocklington expressed his sympathy for the affected families and households. However, the chair of the committee, Sir Geoffrey Clifton-Brown, was not so forgiving. He described the NAO report's findings as the worst in his 12 years of chairing the committee, and accused the department of negligence.
Mr. Pocklington acknowledged that there had been poor oversight by Trustmark, the body responsible for ensuring the quality of the insulation work. He further admitted that the department itself had failed to oversee the schemes adequately.
Independent MP Rupert Lowe went as far as to call it a 'systemic failure of a government department.' Mr. Pocklington agreed, stating that the failings were systemic and that the department had not taken sufficient steps to ensure Trustmark's effectiveness.
Mr. Pocklington explained that the department had been under immense pressure due to the COVID-19 pandemic and the impact of the Ukraine war on energy prices.
Labour MP Clive Betts pressed Mr. Pocklington on whether the department would take responsibility for all affected homeowners under all government energy efficiency schemes, not just those implemented since 2022. Mr. Pocklington's response focused on the two recent schemes, stating that the department's responsibility was to ensure effective operation of the schemes and appropriate consumer protection measures.
When asked if the government would 'stand behind' affected homeowners, Mr. Pocklington reiterated the government's commitment to ensuring effective schemes and consumer protection.
